It seems to me was most unfair that Mr. Plunket's act~ Mr Gibbons states that Rome. of the houses occupied by subtenants to Mr. Wiche booLL, this lessee as brothels under Government licenses and that he had expressed to me his strong objection to be connected with the management of brothels and..... that on his making this statement to me I said that it was not anything of the sort thought in the colony. I emphatically deny that I used the words he attributes to me or words to the same effect as he implies that I thought lightly in reference to houses - My strong opinion on this class as a moral question against the whole system, which exists under the contagious diseases legislation here and everywhere, has been thoroughly published in England by the society with which I am in sympathy. I have with due moderation expressed my opinion here on all occasions.
This Excellency the Governor well knows, which an imputation as Mr Gibbons makes must be and is absolutely unfounded.
In following Mr. Gibbons' narrative he presented a report to me on the 17th of May last. I required a more full report which he presented in open court on the 22nd of May. Mr. Gibbons then and there stated that all preliminaries were correct and he urged an immediate order - assuring me...
